C11 Work Permit: Entrepreneurs and Self-Employed Pathway

The C11 work permit is another option under the International Mobility Program, designed
for entrepreneurs and self - employed individuals who can demonstrate that their work will
bring significant benefit to Canada.

Applicants must demonstrate that they are actively involved in managing their business and that the company is viable and capable of creating economic, social, or cultural value. A detailed business plan, financial resources, and evidence of market research are essential. Officers will look for clear proof that the venture is realistic and beneficial.
Examples of successful applicants include technology entrepreneurs launching start-ups,
cultural professionals contributing to Canadian arts, and specialists in industries that are
underserved in Canada.
The C11 permit is LMIA-exempt, which means employers do not need to prove a shortage of Canadian workers. However, applicants must meet the high standard of showing that their work is necessary and beneficial.
This pathway also connects to permanent residency through programs that value
entrepreneurial experience. For motivated individuals with innovative ideas, the C11 work
permit can serve as both a work opportunity and a long-term immigration strategy.
Ask Annie: A strong business plan is crucial. I always tell clients that if they can convince a
local Canadian investor to back their plan, they are likely in a good position to convince an
immigration officer as well.
