Changes to Protected Persons Application Processing


Who may apply for permanent residence as a protected person?


Protected Persons, Police Clearances and Biometrics

  1. persons upon whom refugee protection has been conferred under paragraph 95(1)(b) or (c) of the Immigration and Refugee Protection Act

  2. members of the protected temporary residents class who have had their immigration medical examination



Police Clearances and Biometrics

There are now new/updated instructions available to help IRCC staff to make eligibility and admissibility decisions for REF-CDA (Protected Persons) applications.


The police certificate requirements have changed in order to align with other permanent resident classes. Police certificates, clearances, or records of non-conviction are required for all applicants 18 years of age and over for

  • the country of residence before coming to Canada (unless this is the country of persecution), if the applicant has resided there for 6 months or more, and

  • the country where the applicant has spent most of their adult life since the age of 18 (unless this is the country of persecution)

Be sure to read the instructions for police certificates from specific countries as published by IRCC. Each country has a different requirement and you don't want to order the incorrect police clearance.


In addition, a section regarding biometric information has been added to reflect the temporary public policy exempting permanent residence applicants from the requirement to provide new biometrics in support of your application for permanent residence. You can take advantage of this temporary public policy as long as you’ve given your biometrics in support of an application within the last 10 years.

If you get a biometric request when you have already submitted biometrics, be sure to notify IRCC as biometrics are valid for up to 10 years.
